Thanks Tom for responding.

That article doesn't apply for MSN Messenger version 6 or
greater!

ISA server has those ports blocked by default and you had
to open them if you wanted Messenger file transfers (only
for earlier versions prior to 6.0).

Apparently Messenger is now using secondary connections
over port 80 to make file transfers. And many customers
want to disable this functionality...
