Proxy Server Settings automatically set themselves after ISA was uninstalled

Currently we have a SBS box and recently added Win2k
Server Box. We are eventually removing the SBS box from
the network which had ISA installed. Prior to
uninstalling ISA we were manually adding Proxy Server
Settings for IE6 for new user accounts and new client
builds with new or existing user accounts. Now by default
for new user accounts and even new client builds with new
user accounts the Proxy Settings are set by default in
IE. I have tried GP to disable those settings but wont
work until after 3 logins. Why are those Proxy Settings
Automatically Set in IE? Does it have something to do
with uninstalling ISA? If not, which NG should this
matter be posted to?
