In the ISA MMC,
1. go to "Client Configuration", open "Firewall Client"
2. select the "Application Settings" tab
3. click "New"
    1. in the "Application" field enter the name of the application as it appears in Task Manager on the host where it runs
    2. in the "Key" field, select "Disable"
    3. in the "Value" field, select "1"
5. click "OK", "Apply", "OK"

At the host where the app runs:
1. close the application
2. r-click the FW client icon select "Configure"
3. when the FW Client dialog appears, click "Update Now"

Restart the app and test it

Hi Jim,
I better explain more:
The banking software is a win32 program which uses dial-up networking to
establish a connection to the bank.  When the client uses the dial up
connection to connect and then runs the app, it doesn't communicate.  If we
disable the ISA Firewall client, it works fine.  I called the bank IT
support and they said that we need to configure the firewall to allow it to
access their provided IP address.
