The FW client only modifies the IE settings when it's first installed.
Yes, GPO can create forced settings for IE that the user can't circumvent.

Can the firewall client 'hardcode' automatic settings within IE
Connetion/LAN settings/auto config/proxy server to prevent users
bypassing protocol rules which allow only certain people internet
acess.
Or can this be implemented via group policy for Win2K/XP machines,
with exception to Win9x
