Hello Sherry
Thanks for your step by step help. I have done everthing like you discribed.
But It still doesn't work. I always get the message 200 OK or Service
Unavailable.
The secound rule, I had to disable, because the all website was blocked.

I would like to share my knowlege about create the new protocol.
To create a new protocol, please follow the below steps.
1. Open the ISA management console->click on Firewall Policy.
2. Click on the Toolbox tab on the right pane. Click on New->Protocol.
3. Edit the protocol connection as follows
Protocol type: TCP
Direction: Outbound
Port range: from 80 to 80
Secondary Connections: No
Note: The web proxy filter will not bind to the new protocol.
Then you need to create the access rule to allow the access. The rule can
be defined as follows,
Rule name: Allow access channelpartner
Action: Allow
Source: Internal
Destination: You can create the computer set which includes the IP address
of the channelpartner website. Or you can create the domain name set to
include the FQDN of this problematic website.
Protocol: The new protocol you created previously
Apply to: All users
Then please create the access rule to allow the access to this specific
website using the default HTTP protocol. the rule can be defined as
follows,
Rule name: Deny access channelpartner using default HTTP protocol
Action: Deny
Source: Internal
Destination: You can create the computer set which includes the IP address
of the channelpartner website. Or you can create the domain name set to
include the FQDN of this problematic website.
Protocol: HTTP
Apply to: All users
Please move these two rules to the top of the policy list. The allow rule
should be in high priority than the deny rule.
