ISA Publishing WEBDAV - Internet Clients get multiple authentication requests

I have an ISA 2006 server fronting IIS which is running in a cluster!!.
The dflt web site is pointing at \\domain\fs and is running in an App pool
with a service account. It is set for Basic and Integrated authentication.
The service account has an SPN registered for HTTPS/server.domain
Internally this all works fine.
ISA has a web listener set for HTTPS only with Forms Authentication. It is a
private certificate so I have installed the root in the server trusted root
store.
The publishing rule is set for Basic Auth to the web server.
All seems OK when I connect using Web Client and I enter user name and
password and I get the folders displayed...even ABE works fine.
I can drag and drop files in both directions OK.
When I double click to open a file I get a prompt for username/password
etc..It seems to come from ISA as it logs an 'anonymous' access denied at
that point.
Does anyone have any ideas why it does this?
