ISA doesn't make such a check.
you'll need to examine the ISA logs to see why the authentication failed.

I have strange little issue which I am struggling to come to terms with.
We have a very basic Proxy setup. All internet users are forced through the
proxy server on port 8080. We have bypass checked for local servers.
When users use are web application that has a SQL backend they can access
the home page and sign in ok but on the page after that they get prompted
for
network credentials.
The strange thing is that if the user is a member of a local admin group or
a local power users group on the computer they are using they get this
prompt. If I remove them from this group and make them standard users then
they can access the site fine.
Im at a loss as to why ISA would check a local account like that. Usually
you specify through domain security groups.
ANyone have any ideas why this is happening?
