The strange thing is that if the user is a member of a local admin group or
a local power users group on the computer they are using they get this
prompt. If I remove them from this group and make them standard users then
they can access the site fine.

do you use Windows authentication in your rules? If yes, IMHO you allow only domain groups access to the Internet. If yes, you have to change this.
