Is that how it should be, or should we just add all our local networks only.
When we change to single network adapter template it changes the addresses
listed below. Which is correct.

The ISA server is installed on a box with 1 NIC. In configuration,
networks and internal properties and in the addresses properties the
start and end addresses we have is:
0.0.0.1 to 126.255.255.255
128.0.0.0 to 255.255.255.254.
My math may be a little rough but,
0.0.0.1 to 126.255.255.255 = 16,581,502 addresses
128.0.0.0 to 255.255.255.254 = 2,097,576,450 addresses
2,097,576,450
+ 16,581,502
-----------------
2,114,157,952
So you are using 2,114,157,952 Public Addresses on your LAN?
