Local addresses are going through the Proxy

We are using ISA 2004 SP2 on a windows 2003 sp2 box as a web proxy server.
The problem we have is that all our local addresses are going through the
proxy server which it should not and it is slowing down the local
applications.
All our browsers use the proxy server and also has the bypass proxy server
for local addresses checked. We also use the automatic configuration script
and it is ticked in the IE settings.
The ISA server is installed on a box with 1 NIC. In configuration, networks
and internal properties and in the addresses properties the start and end
addresses we have is:
0.0.0.1 to 126.255.255.255
128.0.0.0 to 255.255.255.254.
Also in the web browser tab the bypass proxy for webservers is checked and
so directly access computers specified is checked.
We initally use the single network adapter template to setup up the ISA
server.
The firewall policy rules we have are:
Allow Internal to Internal All Outbound All users
Allow All network to All Network All Users
Allow All network to All network, windows update sites All Users
Last default rule is set to deny
Is this enough information to tell why the local addresses in our network is
going through the proxy. Can we change anything.
