It works when I unchecked the "Read Only" in the ftp filter

policy is allowed any traffic already. The FTP client is in the PPTP
client side, connection successfully, however, the FTP PUT did not
FTP is per default Read only. Remove teh Read only flag from the FTP rule or
another rule that contains FTP (rightclick the rule - properties)
