This state can be identified by a website by testing for the existence of a
"VIA" header in the request, and it's very possible that they are doing
something similar.
Direct connections succeed as you noted.
You'll need to contact the website owners to get this resolved.

Surprisingly, I cannot access the following website through ISA
connection where it does not have any issue when I by-pass the proxy

It should "Failed connection attempt" with http status code 64 in my
ISA Monitoring
Not much related to the following scenerio, and it makes no difference
1) IE6 and IE7
2) http 1.1 thru Proxy Enable
Any ideas?
