additional multihomed DC with ISA

I have added a new multihomed DC with ISA into my system.
And have exported(backup) from old array server and imported to new array
server.
Every thing works fine every clients can acces internet properly, it takes
to much time to start-up the server. and there is two alerts:

Description: ISA Server cannot connect to the Configuration Storage server
INTSERV1.netserv.com for one of the following reasons:
- The Configuration Storage server is not available.
- There are general networking or authentication issues.
- The firewall policy for the array is incorrectly configured.

Description: The Configuration agent has restored its connection with the
Configuration Storage server. Changes made during the disconnection time will
now be applied to the service.
And i have tried this at third server it gives same error during start-up.
By the way, i guess there may be another error. Because when i try to ping
my doamin name "netserv.com", dns resolves from external interface's dns and
give IP address which exists on the internet. After some while it resolves
correct ip which exists internal network.
And also there is errors like it cannot reach \\netserv.com\sysvol\... at
start-up.
I guess at initial dns server does not start properly and by the way i have
created an user which is membership of administrator to start ISASTGCTRL
service . Is it correct way to start this service or can i changed it as
local system account.
My secon question is how can solve my first problem?
