Try unchecking "block IP fragments" in the general configuration.

I have followed 'Enabling the ISA Server 2004 VPN Server' artcile by Thomas
Shinder in which he details how to configure a VPN server on an ISA 2004 box.
I am able to login and authenticate my self via the VPN. However I am unable
to browse the network. I have configured the ISA 2004 to use the internal
DHCP which has a scope of 10.1.1.1 thru 10.1.1.254, however my VPN client is
assigned 169.254.3.70 and the Connection Properties shows that the VPN Server
is 169.254.180.2 and I do not understand where this is coming from. Help
