ISA Server 2006 blocking everything

Hi
I have a bit of a annoying issue on my ISA Server 2006 box. It
randomly seems to block all traffic for a while/ or indefinitely until
I move the rules priority around and apply the changes, then it comes
back online.
Here is my setup currently , it a standard single server gateway
setup. Server 2003 SP2, ISA Server 2006 Standard Edition with all
updates installed. The rules on ISA is the default rules except three
that I created, one to allow unrestricted internet access from the LAN
to the internet, one to block specific websites and one to block web
proxies. They are in the order;
1) Block Specific websites (Facebook, Youtube etc)
2) Block Proxies
3) Allow unrestricted internet access
4... The rest of the default ISA rules
Now this worked fine for a number of months, until suddenly one day it
started, at random times just blocking everything. I can still connect
with RDP but it is very very slow. If I then move the Allow
unrestricted internet access rule to number 1, and apply the changes,
everything returns to normal. I then move it back to number 3 and
apply. It then continues to function without problem. Until randomly
the same happens.
If I log on locally on the server, everything is fine and there are no
entries in Event Viewer that could point to anything out of the
ordinary. I am currently considering rebuilding the server, but before
I go that route I was hoping someone could maybe point me in the right
direction.
