I have the latest Microsoft Action Pack which has ISA 2006. I want to
use ISA 2004 instead because there is a good program I have to convert
blacklisted sites into Domain or Url Lists to block access to them. Is
it legal to use 2004 ISA instead and if so, is a serial number
required to install ISA 2004, and where can I get a copy of ISA 2004.

According to google groups the group no longer exists. Does anyone
know a good way to convert blacklists to ISA 2006 rules? That's what
we are using now but all the blacklists I could find don't work on it.

looks perfect for the job but it doesn't work on ISA 2006. I wrote to
the author but he said he isn't intending to upgrade it to 2006. I
exported some rules from ISA 2006 trial but they don't seem to import
into 2006 standard in the action pack. I know you are supposed to be
able to create an URL set with one link, export it as an XML file, add
other links to it, and import it again to ISA 2006 but it didn't seem
to work for me.
Another approach would be a program that formatted a list from a
blacklist with the XML data so it could then be copied and pasted into
the exported XML file from ISA and then imported. However I haven't
found a program that would do this, though a VB script might work.
Because there are so many listings in a blacklist it is impractical to
do it manually.
So the simplest at this point seems to be to go back to 2004 ISA and
use the program in the link.
