"ISA NLB" doesn't load-balance across the published servers and never did.
This mechanism is no different than "plain NLB" in this regard.
If you want intelligent load-balancing of published servers, you'll need to
use ISA 2006 Web publishing load balancing.

We are using ISA Server SP2 NLB to load-balance between 2 web servers. First
server is with 2 CPU, and second with 1, both on Windows Server 2003 Std
SP2. Now we noticed 2 problems:
1. ISA does not balance according to server's load and capabilities, I mean,
second (weaker) server gets the same amount of requests as stronger, first,
server, and because of that, weaker web-server overloads (and app sometimes
crashes) more frequently. It would be nice to set load as 66:33 percents
between the servers.
2. ISA can't monitor application level problems, so when web-app (BEA
Weblogic in this case) stops or hangs or has another problems, ISA continues
to send requests to it. So a half of users can't get a service.
Is it possible to improve these situations somehow or it's a ISA design
restriction and could not be solved?
