Internet connectivity issues

Using SBS 2003 SP1.
It seems like every day towards the end of the day our internet connection
slows to a crawl or just dies for minutes at a time. This also happens
throughout the day but doesn't last as long.
We have around 17 workstation and a DSL line (I know it's not recommended,
but we're having some issues with our T1 provider).
We get a lot of timeout connection errors during these periods and then all
of a sudden, we can access the net. There are no programs on the server that
are scheduled to download programs at certain times of the day or that use
up a ton of memory during work hours.
We do not have these issues while viewing our internal website or accessing
data internally, which makes me think that it's just an external connection
issue.
Is there some sort of a tool that I can use that can show me live data of my
network activity?
Or maybe a better question would be how can I begin to troubleshoot this?
Hope someone has some suggestions.
