ISA Server and Concurrent windows server sessions

Does the number of concurrent sessions that windows server is licensed for
have an affect on ISA Server? Our ISA Server is only licensed for 5
concurrent users / sessions... Is this causeing a problem in ISA if we have
70 people getting traffic from it?
