if u did, then u should have read that you should NEVER put ANY DNS Entry on
the External NIC !!
for name resolution, you shou have an Internal DNS Server that will forward
requests to your ISP DNS Servers , read this :
http://elmajdal.net/isaserver/Internal_DNS_Forwarding.aspx
This is very importan, remove the DNS from your External NIC, and configure
your Internal DNS Server to forward requests.

if u want to browse the Internet from the ISA Server Itself check this

And yes to use GFI from ISA server itself or any other machine , u need to
set the proxy, or if ur client is only SecureNet client, then u can access
it
using http://1.1.1.1 without setting the proxy.
now for ur NIC configuration, u misconfigured ur External NIC.
Never put a DNS on ISA Server External NIC.
