security to access internet sites, how to?

Hi,
I want to control and log which user access which site.
but activating the option "Require all users to authenticate" is not recommended and the help says its better to control the access using firewall policies.
So I modify the web access rule and remove the all users and change this to a new user set mapped to a windows security group (domain\my employees)
after this the users receive an HTTP 403 error.
tracking the log at the ISA Server 2006 server result in denied accesses and the user is anonymous instead-of the user login name.
so how can I found a guide to setup this?
does the problem is at the isa server level? or does I have to do something at the client side?
I'm not using the isa client component.
and also, how to support hotmail access at the same time.
