i already told him its better to dedicate a server for ISA Server .

as for dhcp and dns, sure its better to have them off ISA, but there are
articles from MS on how to install such services on ISA 2004 such as

Put ISA on a dedicated machine, IF you are in short, you can have your ISA
Server along with DNS/DHCP Services installed on the same machine.

Those are usually a disaster as well.
