The problem is usually caused by local Browser Security settings,..not ISA.

My users reported that they could not install Adobe Flash Player from
http://www.adobe.com/shockwave/download/flash/trigger/en/2/index.html.
I could reproduce the said problem no matter I used "Automatically Detect
settings" or "Use automatic configuration script" or manually configure the
proxy setting of IE.
If the Adobe Flash Player is successfully installed, then I shoule be able
to see the message "Adobe Flash Player successfully installed" shown on the
web page, whereas, I could not see the message after clicking "Install"
button to install the Adobe Flash Player.
Is Microsoft Firewall Client required for the said install? Or special
configuration on either client side or ISA server is required?
