can't telnet 25 from vmWare bonded to local nic of 2006?

I have VmWare bonded to the local nic ot ISA 2006.
If I attempt to telnet mail.domain.com 25, I can see the SMTP Initiated
Connection occuring with Source NetWork of Internal and Destination Host:
External.
Oddly, this looks to ISA's monitor almost exactly like a Telnet to port 25 from
ISA Server itself (I see SMT Initiated Connection from Local Host to External.
Except for one thing.
The telnet from ISA works, the telnet from the VmWare machiune bonded to the
local nic, does not (ultimately telnet returns could not open connection to the
host, on port 25: connect failed.
I just cannot figure out what is differnet. ISA doesn't report anything denied.
I've tried telneting using just an ip, to eliminate and possible DNS issue
(although dns works fine).
Considering trying the firewall client. This VmWare machine is an Exchange
2003 Server running on Windows 2003.
Is there any reason why I shouldn't install the firewall client on an Exchange
2003 box?
I'm just confused as to why I would need to. SecureNAT XP clients can telnet
port 25 using ISA right now, without the Firewall client installed.
