Unfortunately, "it" is a bit vague.
I'm not aware of such an issue (doesn't mean it doesn't exist).
I ran a quick search, but only found some non-deterministic forum postings.

Hi Jim, thank you for your reply. I've read elsewhere that there may be some
issue with the way that IE7 passes authentication to the ISA Server and that
a hotfix is available for it, though I seem unable to locate it. Do you have
any idea where I may find it?

Do these users all log on with domain credentials?

Hi folks, we have encountered a problem where some of our users are being
prompted for username and password when launching Internet Explorer. We
are
using ISA Server 2004 (SP2), integrated authentication and our users have
IE7.
Any ideas why this affects some, but not all, of our users?
