Yes, pretty much that is what you have to do. That kind of stuff operates at a
different level that what ISA deals with.
There are some hardware solutions that work in some situations. In the case of
home user internet links (CableTV, DSL) there are some SOHO Broadband boxes that
have two WAN ports and can load balance the two lines upstream (or is that
downstream?) of the ISA by bringing both links into the same box. However using
one of these means that you will be creating a Private Addressed Back-to-Back
DMZ between it and the ISA which may or may not be desirable.
With commercial WAN links like Frame Relay T1s and such, the Router will have
two of more Serial Ports and both links can be brought into the same router and
be load balanced using dynamic routing protocols. The ISP pretty much has to do
this for you since it requires their router(s) on the other end to be configured
to go along with your router. This is the standard "tried & true" method of
doing this with commercial links before the days when the SOHO Home User market
invaded the Commercial IT market. In the past it was considered part of, and
the job of, the line deployment technology to handle this and was never expected
to be the job of a "firewall" (or ISA) to do this.
