stripping away a level of security. Are you suggesting I do this for

The document you suggested above is for ISA 2004, I'm using ISA 2000.

If you don't use capabilities of HTTP filter you can disable it.
Of course, using HTTP filter more preferable, because it will sometimes
drop HTTP tunnels for other protocols and so on. You can consider
disabling HTTP filtering only for rule, that allows access to your
problematic web application.

And, of course, best solution - expand your ISA resources (with NLB, or
simply upgrading your server).
