There isn't enough here yet to judge the problem by. But here are a couple
things to keep in mind first just to create the right environment to even find
out what is going on.
1. Never, ever, ever, use IP#s in the URL in a proxy enabled web browser. It
doesn't matter if it is FTP or HTTP or HTTPS,...no IP#s in the URL.
2. Local destinations on the LAN are never supposed to use the proxy server's
proxying services to get there.
3. Only a web browser can function using FTP with the Web Proxy Service of any
CERN Compliant "Web Proxy". All other FTP Client Software packages require
either Winsock or NAT. The Firewall Client Software for ISA provides for
"winsock proxying". NAT requires nothing special on the client but requires
anonymous access at the proxy and requires an FTP Application Filter to handle
the complexities of the FTP Protocol

Two questions:
First we have an ISA server in place and anytime we want to access an ftp
server (even a local one to our domain) we have to take the proxy server
settings out of IE (not just the ftp proxy settings either, all of them have
to go).
So I thought I'd download the firewall client and see if it would help. But
when I try to connect to our ISA server, it says could not connect to server.
Automatic discovery doesn't find it either. I noticed on the ISA manager
that there is not a firewall client under configuration. The only thing
there is web browser and I don't see a way to add firewall client there.
