Should I Create Ruleset for Ports 1745 and 8080 for Firewall Client?

I apparently still don't quite get it. I install firewall client to
clients on a network. I select the checkbox for the Network's properties
that enables the firewall client. Am I supposed to create access rules to
ports 1745 and 8080 to facilitate the firewall client's normal work, or is
the opening of those ports on the ISA Server 2004 supposed to be automatic?

I am seeing in the monitor denies on many of those port 1745 and 8080
requests. A quick search on Google show many people with the same result
and strangely enough very few of the answers they get clearly specify
whether they needs to be an access rule for those ports.
