Can't Download via FTP from ISA2004 Server



I have set up a FTP server on Server 2000, and am trying to use ISA 2004 as
the firewall. I added an access rule, and am now able to upload to the
server without any problems, but I am unable to download. It doesn't appear
that I receive any errors at all. It is probably worth noting that this
server has only one NIC, and I am using an FTP client (FTP Commander 7.65)
as IE 7 is not working for me. Help!!!!!
