ISA 2006 Architecture Design

not exactly sure how to ask this being ISA entry level and more of an
Exchange guy so here goes.
Current Config:
Exchange 2003 with two Large Exchange Admin groups in two different physical
Data center locations.
2 ISA 2004 servers that are dedicated single NIC reverse Proxy
OWA/RPC/Active Sync publishers. both these are in 1 data center and all
Exchange FE's are in this single Data center /ExchangeAdmin/RoutingGroup.
Management is requesting:
Deploying ISA 2006 doing the same Exchange 2007 Publishing into both Data
Centers.
2 ISA servers in each DataCenter publishing Exchange protocols, Exchange
FE's now Ex07 CA's in each Data Center/ Exchange Admin group.
Should we?
1). Setup ISA server in each location to publish CA's, from Both Admin
groups
2). DNS Balance the public URL to Round Robin, between the different Data
Centers
.
