I changed the the proxy name value to the ip of the server and port 8080 is
still the
same.
I still get the same error.

IE7 hmmm.

What bothers me is that the error you are receiving does not reference isa
anywhere. Typically if you are being denied access by a rule it would be
obvious that isa was stopping you. I would like to rule out that the proxy
name is correct in ie. Can you change the proxy name value to the internal
ip address of the isa server and try again.

It still can't get on the internet.
If I disable the proxy settings in IE i'm fine.
But when I put it back on, it doesn't

ISA is not part of "Internal"
ISA is not part of "External"
ISA is only part of a special network object called "LocalHost".
ISA does not "trust" any network.

If you have no rule for LocalHost-to-External then you will go
nowhere to the outside from the ISA itself.
