Well that maybe the case, but under bordermanager (novell proxy) there
weren't any issues with the site.

I exported the logs to excel and when connecting to the specific app,
the logs says "Denied Connection." The http status code for this entry
is

12209 The ISA Server requires authorization to fulfill the request.
Access to the Web Proxy service is denied

The entry after that says failed connection attempt. Also if i let it
timeout, log out of the site, log back in, the page loads without
hesitation.

If it was the ISA all SSL sites would fail like this incuding ones I use and
sites everybody else uses. Aslo since this is the only one you have trouble
with while other SSL sites work, then your ISA is handling SSL properly.

When the use logs into the portal with her username and password, she

the problem only occurs when using ISA as the proxy.

the other applications she has access to works fine.

The site is for the dept of health, and it requires a username and pw.
So even if i gave the site you wouldn't be able to login to see the
problem

Not sure if I could figure it out or not, but you'd have to describe the
problem in exact detail. It may not even be SSL, it may be Java Applets
the
site uses. If there are Java Applets and they can not communicate
properly
it will obviously "time out".
