Because the Cisco device is a router and ISA is not.It was never designed
to be. It is a proxy firewall.

Here is the full story...
I have a Cisco 1800 router,
the 2 DSL connections are connected to the Cisco as 2 internet
external networks.
The Cisco has 4 ethernet ports for each port we defined a different
subnet. 10.1.1.X
10.2.2.X
10.3.3.X
10.4.4.X
Currently 10.1.1.X and 10.2.2.X using 1 DSL Connection to internet.
10.3.3.x and 10.4.4.x using the other DSL connection to access the
internet.
I would like to use ISA 2006 as a buffer between the Cisco and 2
internal subnets.
also handle traffic between the 2 internal subnets that will be
connected to the ISA.
If the Cisco can handle 4 subnets and 2 DSL connections, why the ISA
cannot?? im not talking about load balancing, im talking about just
the use of a different internet connection for each subnet.

You are not going to make each subnet use a different connection
without two ISAs. That, for the most part, is just simply an almost
unreasonable thing to want. The fact that you have two subnet should
be irrelvant,...as soon as you make that "mean something" you are
asking for trouble. In fact if you have less than 254 machines, you
really only need one subnet.
