just a question, is the permiter network in between the 2 firewalls as inon

The perimeters I want to describe to ISA are what you are calling third leg
perimeters that are attached to the external firewall, and not directly
attached in any way to the ISA Server.
Currently any Perimiter network I create in ISA Server 2004 it wants to see
on a NIC on the ISA Server system. If it does not see a locally attached
NIC that corresponds to that network, all routes to that network simply
break.
I also tried to create an "External" network to describe the third leg
perimeters, and ISA also wants to see those as locally attached networks
(that has to be a bug....).
The only way I can make it work is to treat the third leg Perimiter networks
as part of "External".
