For starters, you may want to see the document on firewall policy best
practices at
http://www.microsoft.com/technet/prodtechnol/isa/2004/plan/firewall_policy.mspx.
The type and order of your rules can have an impact on performance.
You should also review the performance best practices at

our business is using ISA server 2004 enterprise edition with sp2.
we have a t1 line and we have noticed a dramatic decrease in its
performance
Since we upgraded to ISA 2004.(for example browsing the internet with the
firewall on, and the cache off, our t1 performes like a 56.6 modem at
best).
When we go around the firewall, or disable it, the connection speed is
very
quick again. We dont know why our speed is so decreased when the firewall
is
active. The only fix we have used is to use the cache, which of course
appears to fix this issue, but does not really get to the heart of the
problem.
does Anyone have any configuration suggestions, or any ideas as to why we
may be losing speed. I cant imagine that the firewall would slow our
connection this much if it is configured correctly
