BTDT. It's your share permissions on the FTP Server and has nothing to
do with ISA. Sorry to be the bearer of bad news but ISA's going to do
what you told it to, and if you checked that box it's now quite content
to let uploads happen.

You don't mention what the FTP Server you're running, but I'll take a
wag that it's a windows box. When checking permissions on the server
don't forget that you have both Share permissions and NTFS permissions.
It will always obey the lowest right set, so if your Share permissions
are 'write', but NTFS has a 'read' then read will prevail (and vice
versa). Your ftp session will always be forced to drop to the lowest
common denominator, and you're going to see exactly the symptoms you
describe.

right click your ftp publishing rule, select 'configure ftp', and
ensure the Read Only box is unchecked. then use local permissions on
the ftp server itself to permit Write access to the one directory you
want while all the others are read only.

I didn't have this problem back in the ISA 2000 days.
