I'd be *very* surprised to find that SurfControl did anything with this service.
Yes - you can re-disable this service.
It's called "Windows Firewall/Internet Connection Service (ICS)" in the services manglement console.

What is ICF listed under for the service?

Could a software installation of filtering software have enabled the ICS
service in an attempt to use it (SurfControl Web Filter)

Is this as simple as disabling the service?

You *cannot* combine ICS/ICF with ISA.
In fact, the service was disabled by ISA installation.
If this service is trying to start, it's because someone is trying to re-enable it.
