Since ISA2000 times, things slightly changed. In contrast with ISA2000, in
ISA2004 world you should consider "Local Host" object as another dedicated
network in which all the ISA server apps and services are running. So you
should configure your access policy accordingly. I.e. to allow IE browsing
from the ISA server console, you should add "Local Host" network to the
"From" tab of your web access rule.

However, I still cannot use IE on the ISA Server to view a page on the

world. I thought the 'All Open' policy would solve that.

I have IE on ISA Server set up to use port 8080 on the local ip interface.

I've tried enabling 'web proxy' 8080 for the Internal - and also for Local
Host
in network connections (even thought that does not seem appropriate) My
understanding is that Local Host refers to all interfaces on ISA, and I
should
not be concerned that the address ranges show 'no ip adddressess
associated with
this network for 'Local Host').
