cannot even ping outside from 2004 with All Open policy?

I'm attempting to set up an ISA 2004 Server on a win2003 box.
Very simple network, internal and external nic (connected to DSL).
I've followed the 'Quick Start' instructions on page 492 in 'Configuring ISA
Server 2004'.
So, I have an 'All Open' firewall policy that would allow all outbound from the
internal 172.16.0.x network to the External.
From the ISA Server box, I can ping my network cards, but I cannot ping anythingon the Internet.
I'm very familiar with ISA 2000, but seem to be stuck getting out the gate with
2004?
What are the steps to set it up so that I can get IE working on the ISA Server
box, be able to ping out, have my DNS queries go out?
What very simple thing have I missed to have something so basic fail?
