What other error or warning events do you find in the system and application event logs near that time frame?

My Win2k3 ISA 2004 server service fail to start automatically on startup.
I had to manually start the service to get it running.
Error message as given:
"The Microsoft ISA Server Control service terminated with service-specific
error 278540 (0x4400C)."
Event ID : 7024
I had search and found this article which relates to this problem.

However my ISA does not have any publishing rules to give this problem.
Is using access rules only.
Anyone has similar experience before?
