Problems with web publishing rule

Hello,
I have moved to ISA 2004, on Ent. Server 2003 and have problems with
web publishing rule.
The computer running ISA runs also IIS.
When I set listener to listen on port 80, the web address I typed
resolves to the website which runs on local IIS which has a host header
set to empty string. If I set listener to listen on any other port e.g
8282 and then access the website as http//:test:8282 the rule is
executed and I'm opening website from another internal computer as
expected. Of course I want to access the website on port 80.
Also when listener is set to port 80, the rule doesn't show up in the
log at all.
What I'm doing wrong?
Any help.
