I am using a lab setup so all addresses are private. The external network
uses 192.168.111.0, and the perimeter network uses 172.16.0.0.

If it's a lab environment and you control the routing etc, then it's fine.
In the real world though, you can only use a "route" relationship when you
have valid IP's.

I have created the access rule you mention.

So does it work now?
