server can handle all those features together. VPN, external webmail and
proxy. Or do I need to look at two servers.

It all depends on what kind of activity from those VPN clients. Key
resources here would be CPU, for encryption/decryption, and overall
bandwidth available to internal clients - again, it all depends on the
traffic patterns. My gut feeling is that for your environment an array of
two servers ("modern" servers, that is, with at least 2Gb of RAM each) would
be perfect.
