Port 8080 allocation error in web proxy filter

This has been going on for a while now, and we cant track it down at all!
We get this error in our logs under resource allocation alerts..
Description: The Web Proxy filter failed to bind its socket to 10.10.1.1
port 8080. This may have been caused by another service that is already
using the same port or by a network adapter that is not functional. To
resolve this issue, restart the Microsoft Firewall service. The error code
specified in the data area of the event properties indicates the cause of
the failure.
The failure is due to error: 0x80072740
however we are not running anything that we know of on port 8080... the only
thing installed on this server is ISA 2004! Any ideas on how to track this
down and correct this problem? thanks!
