Blocking all traffic

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I need to block inbound and outbound traffic to all IP addresses in certain
countries. I have searched for a ready to import file in ISA 2004 but I
cannot find such.

Does anyone know if such files excist and where I can get these?
