I was wondering how I get ISA to prompt the user for a username and
password like ISA 2000 does. Note that if a user is in the group
assigned to the rule I mentioned above, they can get to the Internet
just fine. So my rule works... it just does not prompt the user if they
do not have access.
It appears you were using basic authentication on the web proxy with
ISA2000 but now are using integrated authentication in ISA 2004.
Re-enable basic authentication which should bring back the prompt
(integrated auth does everything in the background, behind the scenes, so
that's why there's no prompt).
To re-enable basic auth you need to go in the properties of the
"Internal" object, "Web Proxy" tab, "Authentication" section.

I wish that were the case. I only have intigrated authenication on the ISA
2000 box. I've played around witht he authentication types with no luck.
Sorry for responding to my own post, but I wanted to clarify. While
intigrated authentication works behind the curtain... it has always worked
as such (at least for me):
User that is logged into the PC is in the allowed Internet group, it allows
them out transparently.
User that is logged into the PC is not in the allowed Internet group, it
prompts the user for a username and password. This is what I'm trying to
have happen on ISA 2004. It never prompts... it just displays the error I
noted above.
