If they are first making a vpn connection then I am not sure why you are
then publishing the server. Forget the publishing and just configure the
server that you want the 1 vpn client to connect to, to only allow that user
the connection using windows security within the rdp setup. The user makes a
vpn connection then makes the rdp connection. This assumes you have rule in
place allowing vpn clients access to the internal network.
