Access Rule for OutLook mail from Exernal ISP

I've been working on this for about two weeks now and I haven't been able to
get things working. I'm trying to access mail from my ISP mail sever via an
Access rule to my ISA 2004 Server. I've created a rule the contains both
POP3 and SMTP. I've selected both POP3 and SMTP from the Common Protocols.
My rule is configure as follows:

General:
Name: External E-Mail Server
Description:
Type: Access Rule
Evaluation order: 3 of 6 rules
Policy: Array
Enable: is checked
Action:
Action to take when the rule conditions are met: Allow

External

I'm totally confused and frustated but I'll keep working at it. Below are
the message that I'm getting from Outlook when doing a test e-mail:

Send test e-mail message: The specified server was found, but there was no
response from the server. Please verify tha the port and SSL information is
correct. To access these settings close this dialog, then More Settings and
click on the Advanced

Log onto incoming mail server (POP3): The specified server was found, but
there was no response from the server. Please verify that the port and SSL
information is correct. To access these settings close this dialog, then
click More Settings and click on the Advance tab.

Find incoming mail server (POP3): Outlook could not connect to the incoming
mail server (POP3). The problem could be the server namd or port, or your
server may not support SSL. Verify your port and SSL Settings in More
Settings under the Advanced tab.

When I go to the Protocols list I select both SMTP and POP3. What am I
doing wrong? What else must be done after selecting protocols?

Thanks
