Check the section "Failed while registering performance monitoring".

You might have to re-apply the "Default Security" template to your server
before starting the ISA setup. See the following links:

Predefined security templates:

and at the bottom of the page the link "Reapply default security settings".

P.S. If you want to harden your ISA installation do not apply security
templates prior to ISA setup, instead follow the guidelines from this
article:
